At the end of July 2017, two significant environmental bills became law in California with bipartisan support, following intensive negotiations in Sacramento and encouragement from California Governor Edmund G. “Jerry” Brown, Jr. The first, AB 398, was signed into law as an extension to California’s innovative cap-and-trade program to reduce greenhouse gas (GHG) emissions. The second law, AB 617, which was passed on the same day, authorizes stronger measures to control other types of air pollution.
