Milbank LLP Global Project, Energy and Infrastructure Finance partner Allan Marks will moderate the panel “Project Financing of Offshore Wind Projects” at the Tulane Offshore Wind Conference, hosted by Tulane University Law School’s Energy Law Center on January 19, 2024.
Mr. Marks will coordinate a discussion with panelists from the Export and Investment Fund of Denmark and NY Green Bank and a leading maritime lawyer, on trends in both global and regional offshore wind markets. Panelists will analyze risk factors that impact the financing for offshore wind projects, offer recommendations for developers accessing capital, and discuss the development of onshore manufacturing, assembly and port facilities.
Panelist Mac Thayer from NY Green Bank will offer his perspective on how New York incentivizes offshore wind projects through Offshore Wind Renewable Energy Certificates (ORECs), and other programs. Panelist Jørgen Kragh, Co-Head of Origination Americas at The Export and Investment Fund of Denmark (EIFO), will situate US offshore wind projects in a global context and discuss the international competition for capital and equipment to build offshore wind projects. Panelist Charlie Papavizas, chair of Winston and Strawn’s maritime and admiralty practice, will examine maritime legal issues in the offshore wind sector that result from the Jones Act, a federal statute that requires cargo shipped between US ports to be carried on US-built ships with US crews.
