Milbank LLP advised C3ntro Telecom, a Mexico-headquartered digital infrastructure and international telecommunications carrier, on the financing of its first cross-border fiber optic project—one of the most ambitious digital infrastructure developments in Latin America in the past 25 years.
The financing will support the Mexican segment of a first-of-its-kind 2,700-kilometer dark-fiber network connecting hyperscale data centers in Querétaro, Mexico, and Phoenix, Arizona—two strategic digital infrastructure hubs experiencing rapid growth driven by increasing hyperscale and cloud demand.
This landmark project is expected to significantly strengthen Mexico’s long-haul fiber infrastructure, create a new high-capacity connectivity corridor between Mexico and the United States, and contribute to broader objectives related to digital inclusion, economic development and regional competitiveness.

The Milbank team was led by Dan Bartfeld with assistance from special counsel Daniel Rios Zertuche, and associates Chelsea Minuche and Sebastian Leon Nunez, all from the firm’s Global Project, Energy and Infrastructure Finance group.
Milbank’s Digital Infrastructure team has led over $150 billion of data center and related transactions in the past year and is a leader in the digital infrastructure space throughout the value chain, including chip foundries, GPU procurement, data centers (and associated power solutions), fiber and towers.
