Christopher Bloom is a partner in the Los Angeles office of Milbank and a member of the firm’s Global Project, Energy and Infrastructure Finance Group.

Primary Focus & Experience

Chris represents developers, investors and lenders in the development and financing of renewable energy projects. 

In connection with such representations, Chris has negotiated equity capital contribution agreements, partnership agreements, credit agreements, power purchase agreements and secured hedging arrangements, among other transaction documents. He also has experience representing clients in mergers and acquisitions in both energy-specific and general corporate transactions. 

His representative transactions (at Milbank and prior to joining the firm) include the representation of:

  • A lender syndicate in providing $2.1 billion in construction financing and a $280 million letter of credit facility for a portfolio of three utility-scale solar projects (two of which have co-located battery energy storage systems) located in Arizona, California and Virginia
  • A tax equity investor in a $42.5 million commitment to invest in a portfolio of commercial and industrial solar and community solar projects
  • A tax equity investor in a $199.8 million investment in a 200.2 MW wind project located in South Dakota
  • A tax equity investor in a $80 million commitment to invest in a portfolio of community solar projects
  • A tax equity investor in a $60 million commitment to invest in a portfolio of community solar projects
  • A tax equity investor in a $88 million commitment to invest in a residential solar portfolio

Recognition & Accomplishments

Chris earned his J.D., cum laude, from Washington University School of Law, where he served as a Staff Editor of the Journal of Law & Policy. He also earned an M.B.A. from Washington University, Olin Business School, and a B.A. in Neuroscience from the University of Southern California.
