Jon Ammons is special counsel in the Washington, DC office of Milbank LLP and a member of the firm’s Litigation & Arbitration Group.

Primary Focus & Experience

Mr. Ammons focuses on regulatory compliance, government investigations, enforcement actions, and complex transactional matters involving commodities, derivatives, and digital assets.

He regularly represents US and international market participants in high-stakes investigations and enforcement proceedings before the Commodity Futures Trading Commission (CFTC), Securities and Exchange Commission (SEC), futures exchanges, National Futures Association (NFA) and Financial Industry Regulatory Authority (FINRA). Mr. Ammons has defended clients in government investigations and enforcement actions involving disruptive trading practices, market manipulation, fraud and fiduciary duty issues. He also conducts internal investigations for clients regarding potential violations of the Commodity Exchange Act and securities laws.

On the advisory side, Mr. Ammons provides strategic guidance to financial institutions, trading platforms, clearinghouses, energy companies, funds, and market intermediaries on all aspects of CFTC and SEC compliance, including Dodd-Frank requirements. He has guided numerous clients through successful CFTC registrations in nearly every capacity and routinely advises both US and non-US platforms and clearinghouses on registration, ongoing obligations, and policy matters.

Recognized for his ability to bridge traditional finance with innovation, Mr. Ammons counsels clients at the forefront of digital assets, decentralized finance (DeFi), tokenization, and emerging market structures. He excels at helping clients navigate how legacy regulatory frameworks apply to novel products and technologies, creating practical compliance solutions that enable business objectives while managing regulatory risk. Mr. Ammons also frequently represents clients in direct advocacy before federal regulators.
