Milbank, Tweed, Hadley & McCloy has promoted Beijing-based Shepard Liu to the firm’s partnership.
Mr. Liu joined Milbank in 2010. He represents banks, financial institutions, sponsors, borrowers and investors in a wide range of international project development and financing of major energy, power and infrastructure transactions. His deal list spans project financings, acquisition financings, asset-backed financings, syndicated facilities, lien and mezzanine financings and M&A transactions. He also represents clients in a variety of international oil and gas projects – from onshore/offshore facilities to upstream, midstream and downstream projects.
Some of Shepard’s notable transactions include the award-winning representation of China Development Bank in connection with the financing for the redevelopment of the El Dorado International Airport in Colombia and a major international semiconductor manufacturer in its borrowings from a syndicate of Chinese and international banks.

Mr. Liu earned his JD from the University of Virginia School of Law, a PhD in philosophy at the University of Texas at Austin, and his BA from Fudan University in Shanghai.
