Primary Focus & Experience
Mr. Havemann has experience litigating across a wide range of issues, including in matters presenting significant questions of federal and state constitutional law, administrative law and federal jurisdiction. He focuses his practice on appellate litigation in federal and state court. Mr. Havemann has delivered more than 20 oral arguments across most of the federal courts of appeals.
Earlier in his career, Mr. Havemann served as an Associate General Counsel of the US House of Representatives, and as an attorney in the Civil Division’s Appellate Staff at the Department of Justice, where he represented the United States and its agencies in the federal courts of appeals in cases presenting significant questions of constitutional and administrative law.
Mr. Havemann clerked for Judge Diana Gribbon Motz of the US Court of Appeals for the Fourth Circuit and Justice Stephen Breyer of the Supreme Court of the United States.
