Phillip Spector is of counsel in the Washington, DC office of Milbank, Tweed, Hadley & McCloy and a member of the firm's Transportation & Space Group.

Primary Focus & Experience

Mr. Spector focuses his practice on advising executives and investors on corporate, financing, and government affairs matters in the satellite, technology and telecommunications industries. Prior to joining Milbank, Mr. Spector was Executive Vice President, Business Development, and General Counsel of Intelsat, the world’s largest satellite operator, where his responsibilities included strategic ventures and acquisitions, regulatory compliance involving (among others) the Departments of Defense, Justice, State and Treasury, the SEC, and the FCC, the procurement and provisioning of satellite capacity, and multi-billion dollar financing transactions. He was also previously the Managing Partner of the Washington, DC office of a major international law firm, a member of the firm’s Management Committee, and Chairman of its Communications & Technology Group. He served in government as law clerk to Judge James Oakes of the US Court of Appeals for the Second Circuit and to Justice Thurgood Marshall of the US Supreme Court, and as Associate Assistant to the President in the White House.

Recognitions & Accomplishments

Mr. Spector is a frequent speaker and moderator at industry conferences. He is the former Chairman of the American Bar Association’s International Communications Committee, and the co-author of a book on Communications and Technology Alliances. He has been recognized by such industry journals as European Counsel and American Lawyer for his transactional work and industry expertise. In 2016, he was inducted into the Satellite Hall of Fame by the Society of Satellite Professionals International.

Mr. Spector earned his J.D., magna cum laude, from Harvard University, where he was the Supreme Court Editor of the Harvard Law Review. He also received a master’s in public policy degree from Harvard University and a B.A. in political science, with highest honors, from University of California at Santa Barbara. Mr. Spector is a member of Phi Beta Kappa.
