James Murray is a partner in our Singapore office. He has more than 13 years’ experience advising sponsors and lenders on complex project financings in Asia and elsewhere in the world. James’ practice also focuses on acquisition financing, M&A and restructurings. He is ranked as a leading project finance lawyer in Chambers Asia 2008 and 2009. James is currently advising the lenders on the Cirebon IPP project in Indonesia, the Jurong aromatics project in Singapore, and an iron ore mine in Mongolia. James has advised on the financings for the Ilijan power project in the Philippines, the Paiton I and Paiton II (Jawa Power) power projects in Indonesia, and other power projects in the US, Latin America and the Middle East. James also regularly advises on M&A transactions and acquisition financings. He acted as lead Milbank adviser to Japan Bank for International Cooperation, Mizuho Corporate Bank and ING Bank on a limited recourse acquisition financing of the CBK power project in the Philippines, an award-winning financing that was a first-of-its kind for export credit and multi-lateral agencies. His experience includes advising a consortium bidding for the Fujairah 2 IWPP in the UAE, advising the lenders to a consortium bidding for the Shuqaiq IWPP project in Saudi Arabia, advising the lenders to a bidder for the Mirant power assets in the Philippines, advising a sponsor bidding for the Globeleq power assets and advising a bidder for the Tuas power plant in Singapore. He was also a member of the Milbank team advising a bidder for the EME power assets and a bidder for the InterGen power assets (in each case focusing on the Asian assets in those portfolios). James has also advised on the restructuring of the Lomas Bayas copper mine and the refinancing of the Escondida copper mine (each in Chile), and various restructurings in Indonesia (representing bondholders). James joined Milbank in 1999 having previously worked as a finance and projects lawyer in Australia. He worked in our New York office from 1999-2003 and our Tokyo office from 2003-2005 and joined our Singapore office in 2006. James received his combined Bachelor of Laws and Commerce (Honours) from the University of Melbourne, Australia, in 1994 and his Master of Laws from Monash University, Australia, in 1999. He is admitted to practice in the State of New York, in England and Wales, and in Victoria, Australia.
