Rebecca Campbell is an associate in the New York office of Milbank, Tweed, Hadley & McCloy, LLP and a member of the Global Project Finance Group.

Ms. Campbell has represented international corporations, financial investors, sponsors, and other project participants in the U.S., Australia and Asia. She has a diverse range of experience in the energy, resources and infrastructure fields including: acquisition and project financing of coal, hard rock, oil and gas, pipeline, renewable energy and infrastructure projects; negotiated acquisitions and divestitures; ongoing development and operational aspects of projects; and public-private partnerships (P3s) for infrastructure assets.

Ms. Campbell recent experience includes: adviser to a bidder for a greenfields 200MW coal-fired power plant in Guatemala; adviser to the sponsors for the proposed 1800MW Hongsa coal-fired mine-mouth power project (Laos); adviser to bidders for the BART Oakland Airport Interconnector (San Francisco) and I-595 Corridor Improvements (Florida) P3 Projects; adviser to various lenders for numerous renewable fuel projects,, including the 105 MGY GreenHunter Energy biodiesel project in Texas, the 110 MGY Arkalon Energy ethanol project in Kansas, and the Abengoa Ethanol Projects in the US (2007 North American Petrochemical Deal of the Year); significant ongoing involvement with BHP Billiton’s energy coal, metallurgical coal, and copper operations (whilst in-house counsel at BHP Billiton); adviser in the divestment of the Gorodok Moomba-Sydney ethane pipeline (Australia); adviser to Indophil Resources NL, in its development of the Tampakan Copper-Gold Project and eventual sale of a controlling interest in the Project to Xstrata (Philippines); adviser to Orica Ltd in its acquisition of the explosives businesses of Dyno Nobel (Australia); adviser to Santos Ltd in the negotiation of long term toll processing and gas sales agreements for its Bass Strait and Cooper Basin gas fields (Australia); adviser to the lenders in the acquisition by Alinta Ltd, Alcoa Inc and DUET of the Dampier to Bunbury natural gas pipeline (Australia).

Prior to joining Milbank, Ms. Campbell was associated with an Australian law firm, Freehills, and also worked in-house with BHP Billiton Ltd (on secondment from Freehills). Ms. Campbell graduated from the University of Melbourne, Australia in 2003 with a Bachelor of Laws with Honours (First Class) and a Bachelor of Science with Honours (Plant Biochemistry). Ms. Campbell is admitted to practice in Victoria, Australia. She has published articles relating to energy and geosequestration regulatory issues.
