Duncan Black is a senior finance and projects lawyer in Milbank’s Singapore office. Duncan regularly represents export credit agencies, commercial banks, developers and private equity investors in international project financings and acquisitions. He also advises on all types of structured finance transactions and general cross border lending. Duncan commenced legal practice in Australia in 1999. He worked for Baker & McKenzie in Sydney, Singapore and Jakarta (1998–2004) and worked with Clifford Chance in Singapore and Hong Kong (2004–2006). Before joining Milbank, Duncan was an associate director with Barclays Capital in Singapore assisting Global Loans (syndication & structured lending). Recent private practice engagements in which Duncan has acted as either the senior or lead attorney include advising a bidder on the Fujairah 1 IWPP (UAE), advising the sponsors on the Wayang Windu geothermal project (Indonesia), advising the lenders in the MGM Mirage casino financing (Macau) and advising the lenders on the privatisation of the Delhi and Mumbai Airports (India). In 2005, he was a senior member of the team that advised the sponsors in the Nam Theun hydroelectric power project in Laos, an award-winning financing that was the largest private sector hydroelectric power financing in the world in 2005 and was the Asia Power Deal of the Year (2005). Duncan is currently advising the lenders on a $2 billion petrochemical project in Singapore and an IPP project in Indonesia.Duncan received his combined Bachelor of Laws and Arts degree from the Queensland University of Technology, Australia. He is admitted to practice in the State of New York and in New South Wales, Australia. Notable publications include “The New IFC Environmental Safeguards & the Equator Principles” (client briefing, 2006).
