Bill Bice, a member of the Global Project Finance Department since 1995, is a partner in the Firm’s New York office. He was resident in the Firm’s Tokyo office from 1998 to 2000.

Mr. Bice is a leading lawyer in the independent power generation sector in both fossil fuel generation and renewable energy projects.  He has represented Lake Road, La Paloma, MACH Gen, Granite Ridge, Milford Power KGen and Liberty Electric Power in corporate, financing and commodity-related transactions.  Mr. Bice has acted for bidders or financiers on numerous asset portfolio sales that have occurred in the past several years.  Most recently, Mr. Bice acted for the purchaser of a 49% stake in a portfolio of contracted gas-fired generation assets in the United States.  In addition, Mr. Bice is a well-known restructuring lawyer in the power generation sector having worked on behalf of creditors in the restructuring of PG&E National Energy Group and ANP Funding I, LLC. Mr. Bice also works with developers and financiers in the renewable energy area.   Such representations include representing a leading solar company in its executing construction arrangements for utility scale solar projects as well as long-term framework arrangements with a large independent power developer. Additionally, Mr. Bice has represented investors, developers and financiers in commercial solar developments, geothermal power facilities and biomass power projects.  Mr. Bice is well-versed in FERC regulations governing wholesale generators and the rules and regulations underlying the US Department of Energy's Loan Guarantee Program as well as the various tax incentives for renewable energy development.

Beyond the generation sector, Mr. Bice has worked extensively with investors, developers and creditors in a variety of commodity-related businesses including industrial chemicals, precious and industrial metals, oil, natural gas (including transportation, storage and LNG), ethanol and other biofuels.  Clients in these industries include numerous financial institutions (both as commodity hedge providers and lenders) and institutional investors as well as developers and owners of these facilities.

Moreover, Mr. Bice has been working on complex cross-border financings in Asia, Latin American and Eurpoe since the beginning of his career.  His portfolio of respresentations include representing the lenders in the San Roque Multipurpose Project, the Ilijan Power Project and the EDSA MRT III Light Rail Project (all in the Philippines), Thai Telephone & Telecommunications in connection with its restructuring in Thailand, the lenders in the GasAndes Pipeline Project in Argentina and Chile, the lenders in the AES Panama, S.A. and AES Changuinola generation facilities in the Republic of Panama, the lenders in the San Cristobal Mining Project in Bolivia and the project companies in the development and financing of the Centro Energia Teverola Project, the Centro Energia Comunanza Project and the Lomellina Biomass Project (all in Italy).

For three consecutive years, Mr. Bice has been ranked as a leading lawyer in Chambers USA. He received his undergraduate degree, cum laude, from Duke University and his law degree, summa cum laude, from the University of Pennsylvania School of Law. He is admitted to practice in the State of New York.
