Sean O’Neill is a partner in the New York office of Milbank and a member of the firm’s Project, Energy and Infrastructure Finance Group.

Primary Focus & Experience

Mr. O’Neill’s experience includes the representation of project sponsors (investment firms/portfolio companies) and financial institutions (banks, institutional investors, direct lenders) in a range of domestic and cross-border financings and investment transactions across industrial sectors, including oil and gas / LNG, power (renewable/conventional), energy transition projects, transportation / logistics infrastructure, water, digital infrastructure and mining.

His recent representations include a range of:

  • natural gas and LNG projects in the US and throughout Latin America, including roles supporting investments in Woodfibre LNG, Port Arthur LNG, Cove Point LNG, Elba LNG, Manzanillo LNG, Lake Charles LNG, and AES’ Dominican Republic and Panama’s LNG business as well as Third Coast Midstream, the Perdido Regional Host, and a wide range of natural gas pipelines (Matterhorn, Whistler, Delaware Basin Residue, ADCC, Waha, KAPs), gas storage assets and vessels (FPSOs, floating production centers, shuttle tankers, drilling rigs), including the Apollo/New Fortress joint venture Energos Infrastructure;
  • infrastructure and transportation projects, including roles supporting investments in the JFK Terminal One Expansion Project, the desalinization plant for BHP’s Spence copper mine, the reorganized SH130 Toll Road, the Indiana Toll Road, Enwave’s Canadian district energy business, and the Andersons’ railcar repair business as well as investments by Apollo Global Management Inc. in the Abu Dhabi National Oil Company’s real estate portfolio, ABI Inbev’s US-based metal container plants, and a portfolio of engines owned by AirFrance;
  • renewable and conventional power projects in the US and throughout Latin America, including roles supporting investments in Atlas Renewable Energy, Apex Clean Energy, REV Renewables, a portfolio of AES renewable development projects in Chile, North American offshore wind, as well as numerous traditional wind and solar construction financings and investments in natural gas power facilities;
  • energy transition projects, including roles supporting investments in solar panel manufacturing, carbon capture and sequestration, green hydrogen production, and renewable natural gas;
  • digital infrastructure, including investments in fiber-to-home networks, numerous data centers and datacenter portfolios, and subsea fiber cables; and
  • mining projects in the US and throughout Latin America, including roles supporting investments in natural soda ash leases in Wyoming, the Nevada Copper mine, the Companhia Siderúrgica do Pecém’s Brazilian steel mill, and INCOA Performance Minerals’ calcium carbonate business.

Recognition & Accomplishments

Mr. O’Neill earned his J.D. from Columbia, where he was a Harlan Fiske Stone Scholar and an editor for the Yearbook on International Investment Law & Policy. He received his M.B.A. from Columbia Business School and his B.A. from the University of Pennsylvania, where he graduated magna cum laude with honors in political science and economic history.
