James Murray is a partner in the Singapore office of Milbank, Tweed, Hadley & McCloy and a member of the firm’s Project Finance Group. He was previously resident in the firm’s New York and Tokyo offices.
Primary Focus & Experience
Mr. Murray focuses on representing parties in the development and financing of power, oil and gas, mining, telecoms and other infrastructure projects. He also has extensive experience in structured and acquisition financings, restructurings and M&A. He has particular expertise in multi-sourced financings, including those involving export credit agencies and multi-lateral institutions.
His recent representations include advising sponsors, lenders and other parties on:
- the Jurong aromatics (petrochemical) project in Singapore
- the Cirebon IPP project in Indonesia
- an iron ore mine, and a copper and gold mine, each in Mongolia

the financing of a gas PSC in Indonesia
He has also advised on the limited recourse financings for the Ilijan power project in the Philippines, the Paiton I and Paiton II (Jawa Power) power projects in Indonesia, and other power projects in the US, Latin America and the Middle East; the Lomas Bayas copper mine and the refinancing of the Escondida copper mine (both in Chile); and various restructurings in Indonesia.
Mr. Murray also regularly advises on M&A transactions and acquisition financings. He acted as lead Milbank adviser to Japan Bank for International Cooperation and commercial banks on a limited recourse acquisition financing of the CBK power project in the Philippines, an award-winning financing that was a first-of-its kind for export credit and multi-lateral agencies.

Mr. Murray is ranked as a leading projects & infrastructure and banking & finance lawyer in the latest edition of Chambers Asia and as a recommended projects & energy lawyer in the latest edition of Asia Pacific Legal 500. He regularly presents at conferences and has been published in leading industry publications, including most recently an article on the geothermal power sector (published in Infrastructure Journal).
